The foam you're talking about has two major problems for this application, First, it really doesn't become hard, and second, at road speeds tires don't stay round. If you pumped a solidifying foam into truck tires, you'd probably have a wreck in the first few miles. The stuff in the cans would just become powder from all the flexation.
Do a search for stuff called Green Slime, they also make a road tire version.
