I don't know if these will work for you but I have four wheels w/tires, 16.5 stock steel with Michelin highway tread tires that came off my 81 Ford E-350 van. $50 each. I also have two 16" stock steel wheels w/tires that came off a late 80s Dodge 3/4T van. $25 each. Pick up in San Mateo (Northern Cal.) Thanks!
