I haven't pulled the old seal out yet, so I ASSumed there is "lip" on the axle tube that would prevent you from installing the seal or seals deeper in the tube. If I'm careful getting the old one out I can definitley use it as a spacer.

I actually had a fleeting thought about shaving the bushing down (make it shorter) to put the seal closer to the hub but I figured I shouldn't mess with the design no matter how "over engineered" it is.
