Mounted on fender?

There is an apparatii for the mounting of some device on the driver's side fender of my '42 wc. It is behind the black-out lights and to the outside of the main headlamp...I've seen a unit mounted in this place which appears to be a siren? Is this correct, I always thought a CB antenna would mount there but I really don't know.
