They might have considered that on a long side-hill the bearings wouldn't get lubed, or maybe they just didn't want to trust that enough oil would slosh and creep its way down there to keep them reliably lubed. After all, in a gear box, there's always a definite way for oil to get from the sump onto everything that needs oiling. It may well be that enough oil gets to the bearings that it works out okay having no inner seal and no bearing grease, but I don't think I would have been the engineer to say, "Okay, let's give it a try and and build 100,000 trucks that way, wait 10 years, and see how they hold up. After all, we'd save a couple dollars per axle on the extra seal and grease."
