I welded a piece of angle crossways behind the tire, between the outside of the bed frame and the main channel. I made some little J hooks out of some 3/8" chain and welded them to the vertical portion of the angle. Then I punched holes in the mud flaps for pieces of 3/8" chain to hang the flaps from the hooks.
