As a general rule, wind resistance goes up as the cube of the speed, so doubling the speed increase the wind resistance by a factor of eight. Yes, there's some variation due to the actual shape, but that rule gets you pretty close. With a vehicle, fuel economy is more complicated, of course, because the wind resistance interacts with the engine power/torque/efficiency curves and gear ratios.
The inverse is also true, which matters if you're building a windmill -- the power you get out of the wind increases as the cube of the speed.
