I don't think it's an MU2 winch. Looks like the clutch is on the passenger side and yes it does look like it's setting too low. Maybe it's one of those with the straight mounting like the Chinese copies Northern Tool was selling a few years ago?
Like the rest of it, it looks like a fun home project where he took some old truck and improved it quite a bit with this and that, but there's no way I'd call it "restored".
