Are both wires actually hot, or is one hot and the other one feeding through the horn. Try disconnecting them and testing them while not attached to the horn. I bet one turns out not to be hot. Do like Tom suggested and try one known hot wire to the horn, and then ground the second terminal to see if the horn will honk. Ans yes, the screw with the lock nut is the tone adjustment.
