Flat paint can sometimes be removed. I'd try softening it first with Kroil. Give it time, after a day or two you may be able to scrape it with a hardwood wedge.

Failing that you could try a little citrus stripper. Test on a corner. Use a cotton swab. I'll bet the plates were finished with lacquer, which should be more resistant to the cirtus bases stripper.
