I have towed a steer 25 miles in a trailer with my '53 FFPW, maybe 4k lbs. total towed wt., several times without incident. I had to keep checking to see that the trailer was still there since I could barely tell I was towing anything. As has been mentioned, though, braking is key. I still have the original brake set up, with new shoes, turned drums, new master and slave cylinders, and they are not great but adequate if you anticipate stops and no emergency stops are needed. I have also towed my '58 Airstream Bubble (3200 lb with about 300 on the tongue). No problem there. However...
I prefer to borrow a friend's Toyota 2wd Tundra for towing. It has great brakes and a 6500 lb. towing capacity as I recall. Towing with an old PW is stacking the deck against yourself.
One time my friend's wife saw me on the road with the PW and the trailer with cow, and she got home and told her husband to come out quick to see a truck that looks like it came out of Grapes of Wrath. Just about then I pulled into their driveway. They were highly amused until the cow let loose a gallon or two of pee on their driveway.
