Gas tank repair...

Carb was not responding. Drained a few ounces of water from pump glass and fuel filter. Cloudy fuel in tank. Decided to drain and clean. Lot of water in tank. Cleaned it out. Started to reposition tank and PO's filler neck broke off. Only epoxied on??? This is my proposed fix. Side question. Some of the liner has separated. Removed the loose stuff. Ok to use?
