We don't have much in the way of police here (1 cop for the whole St Joe) and yet people still act civilized (except for the odd tweeker). Leave everything unlocked, and it's very rare that anything gets stolen. Nobody gets mugged. A car got stolen last year and it was the front page story in the paper. Not sure why people in the big cities need the police to keep them civilized.
