I've had that bad ground problem on so many old Dodge fuel senders that now I always solder a wire from the moving part to the grounded part. The old Dodge engineers seemed to have unusual faith in the ability of lightly-touching pieces of metal to maintain good electrical contact. I use some fine stranded wire and coil a little "pigtail" out of it around a nail or a pencil, so that it won't affect the motion of the arm and won't fatigue and break eventually from repeated flexing.

Another possibility, less likely, is that the needle itself is sticky. Sometimes dirt gets into the mechanism and it's enough to stick the needle in one place under normal operation, but if you totally disconnect or directly ground the sender wire, that puts enough extra force into the mechanism to move it past the stuck part.
