Recipe is not critical. A few tablespoons of soda in a bucket of water is about right. Volts and amps aren't critical either. You can't over-clean with that method. I will run anywhere from 10 to 70 volts so as to push 5-10 amps through it, for the fastest cleaning speed I can get, but I have an adjustable battery charger that I can dial in any voltage on. An ordinary battery charger works fine, just maybe a little slower than something fancier. Main thing is to get the polarity right -- negative to your work, positive to the scrap metal. Lots of info on the Internet if you google "electrolytic rust removal".
I was going to make a trough for large parts out of an old heating oil tank I cut in half lengthwise, but then a friend gave me a large stainless steel commercial sink, which will be even better. For cleaning the inside of parts like thermostat housings, you can bend a piece of tubing or rod to go down inside it, wile not touching it, and clip the positive to that.
