Jerry, no flatbed is complete without a set of these. ;^)
I am sure it changes state by state, but you may not need lights at the corners unless your flatbed sticks out wider than the fenders.
I find it better to not go to the DMV and confuse the issue by asking questions. I would just build it now and add lights as I found them.
