I've had beds sandblasted with Black Beauty media that will take it back to clean metal. The only thing is to make sure you have an experienced blaster to avoid warpage. You'll have to sand the entire surface before primer to take off the texture of the media. If it's not to badly rusted there are a number of commercial and home remedies. One is Metal Prep which is an acid. Ospho is another acid solution that works in converting the rust. I saw one on You Tube of using distilled white vinegar in water to remove the rust. The guy had 4 parts water to 1 part vinegar. I haven't tried that but it's the acid in the vinegar that does it. He used a Scotch brite pad to scrub the rust with the solution several times. Once you get the rust under control get a good epoxy primer on it then do your bodywork. I'm sure others have their take on removing rust.
