franchised auto dealerships are required to BUY ALL the special tools made for the vehicles they sell & service
some Techs (Flat Rate pay) will buy their own set if they specialize in areas like Trannies so they will always have the tools they need to do the job right at hand and not have to go to the "tool room" to get them.
