There's really no sanding needed if you use fine sand. I mean we sandblast barges here & prime directly after with epoxy primer...just blow the dust off. I can't say I've ever sanded a part before priming after sand blasting but certainly you'll have to if the media you use is too coarse.
Like Paul says, scrape off the undercoat or you'll be blasting till the cows come home. Sand blasting doesn't touch anything rubber. If you want your tires to look all new...blast them :)
A good epoxy primer will certainly fill any profile left by fine sand.
