That looks like a McCormick Deering tractor converted over to a grader. Either a 10-20 or a larger 15-30. Those rear wheels look pretty dang heavy!
It was common for third party dealers to but the tractors and modify them with their parts. All brands of tractors were used with these conversions. Nice pictures, and good to know these things are going to be appreciated.
