Virginia requires them, in fact I'm having a bit of an argument with the title office over the one for my PW.
I had a letter giving me permission to keep the original title since it is the original 1946 title for the truck, but the guy who signed it isn't boss any more and they don't want to honor it.
The DMV supervisor is being very helpful but its still a bit of a fight.
