I have dealt with that "lady". And difficult is here middle name. But I have somehow got past her on 4 or 5 out of state, untitled vehicles, one of which was previously owned by a county in Nevada, used as a bookmobile. Persistence is the key. And knowing what the law requires of them and you. All states are different.
