WE just had a go round with the DOT on GVWR. We use the 6500# eight bolt axles for a 6000# trailer. So according to their logic with two 6500# axles out build weight is up to 12000# even though actual weight is 6000#. With their way of interpreting it we are overloaded. After fighting it they told us to put hubcaps on the wheels so they can't see the eight bolts and mark the axles with a paint pen at 3500# each. We used to run the 3500# five bolt axles and they would fail. So what is safer? If there really is any interest in safety.
