What would you think of adding a "L" shape to the bottom of the lever where the cable is attached?
Something like weld a horizontal piece rearward to clear the PTO with enough length for movement of the pto lever,then bent out toward the frame across the back of pto,
Then small linkage rod to connect to the pto lever.
All that to do away with the cable.
However as short as that cable would be I don't think it would cause much problems.
