I am in the process of buying a PW in New York state. For vehicles this old, NYS doesn't issue a title, but does require a transferable registration. The title and registration for this truck might be lost, so I got the paperwork from the DMV for the buyer and seller to fill out so that the DMV will issue a new registration. The paperwork and the lady at the DMV make it seem like it's not a big deal, but I'll find out for sure when I go to get it.
Of course other states are different....
