With a heat pump you can actually exceed 100% efficiency. I am not sure what outdoor temp the newest models switch to resistance heat but I believe they can run the heat pummp down around freezing. In PA you should still have enough days that the heat pump operates to make it worthwhile and make it somewhat more efficient than 100%.
