The resistor should only get hot when the switch is in the "low" position and the fan is running at a noticeably slower speed. If you have it wired up so the resistor is being grounded somehow, then not only would the fan keep running at full speed but the resistor would get ~4x as hot as normal since it would have full voltage across it rather than sharing the voltage with the fan motor.
If you want a two speed fan, and you don't want to burn up things behind your dash, I suggest figuring out what's wrong. It would be easy to mis-wire it such that some position turns the fan on and some other position turns the fan off, but no position makes it work at low speed.
