The frame is two layers, sort of a frame inside a frame. Water gets trapped inbetween and rusts the frames from inside out.
My advice is don't look at the outside of the frame, but get on a creeper and look at it from the inside.
If the frame is badly rusted, you will have a much tougher job to do.
