there were some factory spacers for duals, very rare
somebody could have mounted 900s on the 750 half ton duallys, if they did the tires are probably touching each other, not good
or the truck you are seeing has the factory 750 half ton duals with 750s which will bolt up to the power wagon, same lug pattern and lugs
or someone moved the centers on the factory 900's so they would bolt up with and inch or so between them an if so as I said the brake drum need to be turned down a hair so the inner will slide over it.
