adjusting carb on M37

Can anyone offer me any hints on how to adjust the low idle and mixture on a Carter carb on a 230 stock motor. I am using a vaccuum meter and am having problems getting the combination of fuel mixture/ low idle setting with the highest amount of vaccuum. Thanks
