I would guess that they are refering to DMV yearly registration fees. If you fall behind in your fees, they mature much faster than a good stock. One time my ex "borrowed" my car and ran up $900 bucks in parking tickets. The amount had to be paid in order to get a registration renewal. I ended up giving the car away because I couldn't afford to register the thing.
