My 01 did the same. I replaced the diaphragm on the right side of the front axle. It was leaking from the seals any way. the leak stopped. Easy job. Replaced the lines, they seemed brittle. After all that I found the lines disconnected at the transfer case end. The rubber connector was shot. Would not stay on. You can probably use a little hand held mityvak type deal to pull vacuum and activate. The light in dash is part of the axle diagram actuator deal. It seamed I also noticed erratic heater system air routing issues when the vacuum was open ended. The diaphragm actuator slides a fork that moves a collar in on the axle shaft. The splined collar connects the passenger side two part axle shaft together. If the connection is not made the differential spins only the partial shaft and you get no front drive.
Good luck. Napa and other part houses had the actuator.
