Kind of along the lines of what Gary is saying, if you wanted to sell it to someone not living in NY, and they were put off by you not having a title, then consider this:
What he implies is sort of the path Broadway Title takes to legally get around this issue. They are in Alabama, and Alabama does not issue titles to old vehicles, just registration papers of some kind. Also keep in mind, all the states have to respect the laws of the other states. So, with Broadway, I "sold" my untitled vehicle to them for $1. They got the registration papers in Alabama on it, then "sold" it back to me for a $1. I appear at the MD DMV with my official papers of the vehicle I just "bought" and voila, they issue me a MD title.
I paid Broadway a fee for doing all this paperwork. That is how they make their money.
It sounds like N.Y. is like Alabama as to old vehicles and titles. So someone needing a title could use a title company possibly to get one.
