Here is what I would do:
Remove the spark plug, hook it back up to the spark plug wire, and lay it on the head of the engine so that you can watch it spark while you or a helper crank over the engine. With the igniton switch on, you should see the spark. Put your thumb over the spark plug hole and watch when the plug fires in relation to the compression stroke.
This isn't an exact science, but it will tell you if you are off enough to where the engine won't start.
Assuming you have fuel and compression, my guess is that the timing isn't the problem, but a weak spark.
