Sounds like a restoration with no engine work to me. Was the carb rebuild done on the bench by him, or by a reputable carb shop? Makes a big difference. Did the distributor get a rebuild or a tune-up? For that kind of money asked, it should be tip-top. He might not have timed the motor after doing work, etc, etc, etc.....careful what you sign for in the end.
