I called VPW and Steve said, "Yes, they are short. That's the way they come from the supplier. You'll need to add some links in the middle." So that's what I did. I also had to cut 3/8" off the tip of the hook so it wouldn't scratch the tailgate in the down position. If I was at VPW, I'd buy the chain and make up my own at the correct length. I'm sure you can buy that black covering and have someone make the correct hook.
