Epoxy primers are excellent, DTM (Direct To Metal, no acid etch prep needed) and are waterproof. BUT NOT UV proof. The need a top coat to protect the primer's protection.
Other primers are no where near waterproof. They will rust underneath in short order. That may be why they necessitate the etch- so the etch gives some rust prevention. Like bluing a gun, or parkerizing. And by the way, etch, bluing and parkerizing are all based on phosphoric acid. So is plumber's lime remover, and Coca-Cola. Lime remover is the cheapest.
