I'd suspect these probs are ingition related. Bad coil maybe, more likely points open too wide. Or even a bad condenser.
Or a fuel delivery problem? If the prob is when driving, may be gas starving due to bad pump, air leak into line. plugged filter.
If it won't rev in neutral, you may have plugged the main jet with crud already. You don't have a filter cut into the steel line between pump and carb? With shredded rubber hose, and bits of the rubber getting into carb, do you? Or may be the carb monkey adjusted the float level too low? Too high would make black smoke.
