I very highly recommend Hugh McInnes' book cover to cover and understanding all of it before undertaking anything so unusual as turbocharging a flathead. Off the top of my head I would give that a poor prognosis, having turbocharged four diesels in my life, BUT, if you were to do it:
1) I'd limit rpms to 25-2700 with a governor of some sort
2) I'd limit boost to a modest amount like 6-8 psi with a wastegate
3) I'd watch exhaust gas temperature (EGT) like a hawk with a pyrometer
4) It'd be preferable to control fuel delivery more accurately with fuel injection.
