How do they measure lift or know what "stock" height was? If the springs are replaced or recurved to supply more lift, measuring spacer blocks will not help determine what the actual lift is. Sorry if I seem a little confused, but the previous owner of my rig had new leaf springs put on that raised the truck aprox 4 inches. But who is to say what the "stock" height actually was? As these trucks get older, the mists of time shroud the original specs for government measurements for things like this.
Adding to the confusion are the new "Air Bags" for raising/lowering truck heights. I think "Street Trucks" magazine in currently adding air bags to a 59 Dodge Townie so that it will be a ground-dragger street rod.
