I hate it when that happens. I tried drilling them out on a smaller motor once and that was a disaster, so don't do that. The bolts are hardened, the block is soft, and the drill will always find its way out of the bolt and into the block no matter how carefully you try to center it. The common suggestion is to weld a nut on top of what's left, which is easier said than done when the stub is flush with the block, but maybe you can do it. Depending on which ones are broken, the old farmer's "field expedient" would probably be to put it together without them and see if it holds. It might, at least for a while. The high tech method would be to take the stripped block to a shop that uses EDM (electrical discharge machining) to remove the remnants of the bolt. I have no idea who does that or what it costs, but I know they do that on big heavy equipment castings that are too valuable to scrap.
