Your problem is in the MC.
All good suggestions below. Makes sure you have the correct push rod length and the holes are open. You know that already.
As Ed noted there is a extra rubber washer in many of these "new" units.
Also have seen many with the parts assembled in the wrong order.
Went through this with Doc. Dave's on Kirkwood before we straighten it out.
