That's where you have to start. The City Council and the School Board are the places to start the change you want. Takes a while, but if it's the right kind of change, presented clearly and concisely, quickly grasped by like-minded others, it can quickly spread. Up and through the County Commission, and all the way to the state level. I remind you of the Tenth Amendment.
