That makes sense, because a compressor is a tough load to start, especially when there's pressure in the tank. Fans and centrifugal pumps present no load until they start to speed up, so they're easy to start, but a compressor starts right in at zero RPMs trying to push against a full load. I can see how it wouldn't start at half voltage.
I still think you have a short to ground, somewhere in the compressor winding, on the leg whose breaker tripped. That would account for both the tripped breaker and the half-voltage situation. On the plus side, you've now tested your ground circuit and proven that it can carry full fault current.
