The gasket and filter ought to be able to handle those pressures. Unless there is a prob with the center, not allowing the filter to screw on all the way down.
Check you gauge too?
And yes, there is a 'blockage' in the system, that is the way the relief valve works. The filter system is blocked off unless the pressure valve reaches design pressure. The it has tow stages of relief- one, opens the filter system to flow, back to the pan. Two, under higher flow, opens a further by-pass directly into the pan.
I think those pressure are a but high, isn't 20 psi at idle OK? Check you relief valve, it is a spring and plunger under the cap, just ahead of the starter butt.
