Another area to check after testing with a temporary fuel can;
The fuel line from the lift pump to fuel filter has a Banjo Fitting at the fuel filter.
What appears to be (2) crush washers, one on each side if the banjo fitting is actually a crush washer with a sealing material bonded around the inside diameter hole where the bolt goes thru. I had one of my engines that the sealing material
that is bonded to the crush washer, was all deteriorated. This caused a very small air leak and gave problems similar to what your reporting. The Cummins part number for those special washers is;
