The point is that crusty parts may not get a true torque. So clean them. A tap and die set is mandatory for a mechanic.
So far as stretched goes, we all re-use jillions of bolts. And other components get 'stretched' a gazillion time in use, like shock shafts, but u-bolts ummm three times in 60 years? Like head bolts, they only get stretched when tightened, once in a blue moon. The point of their use is to tighten them so much that they don't get stretched any further in use. Normal use will not exceed the pre-load.
And who you gonna believe, some blow hard on the net (me) or somebody who wants to sell you something?
But if you do need a source for new u-bolts, try National Spring in El Cajon, CA. $60 for 4, with nuts and washers. Dunno shipping, I'm local. They did not try to sell me new ones when I had a new main spring built, but my old ones were a real mish-mash, and I had broken some rusted ones on disassembly, and burned off some more. So on re-assembly I needed a matched set, and went back. They made new u-bolts while I waited. That was for the front axle, rear got re-assembled with 60 yo parts.
