Redi strip used to do electrostatic stripping and then phosphate the metal , now the one in B.C. dips it in acid , a neutralizer and if you wish will phosphate .
It may be cheaper to take the tailgate to a plating shop and have a layer of zinc electro plated on . For that matter if the tailgate is clean and rust free why not give it a coat of zinc epoxy , top coat with urethane or something water proof and once the truck is done spray in one of the oil based coatings. The oil will work itself into the seams and the gate should be rust proof for about 60 years or better .
