Hi Kevin,
I'm with David on this one. Your voltage is normal.
I hate to question the quality of the gauges,but I see no other option.
You could possibly get replacements from them and wire in a resistor for now and see if that helps while you decide if you need to look for replacements.
I'm sure Dave could tell you what resistor to get.
