You'll like the 4bt much better with 3.54 gears. And I'd suggest the 235/85/16 tires.
I find mileage depends mostly on wind resistance at highway speeds. The taller gears will increase your maximum speed, so you have the potential to push a bunch more air depening on how you drive it.
I can get 27 mpg out of my 4bt Wagoneer if I keep it under 65 mph. It usually gets 20 mpg when I drive it up against the governor (80 mph). It has 2.37 gears, no overdrive, and 236/75/15s.
